Capital One is seeking a Senior Manager, Product Manager to lead the Spend Controls Team within the Employee Spend pillar of Business Cards & Payments. The role focuses on pre-authorization controls, card management and VCN strategy, and migrating spend-limit decisioning to modern infrastructure while working closely with cross-functional partners.
Role Overview
The Senior Manager will oversee the “oversee and control” portion of Employee Spend, including pre-authorization spend limits, virtual card controls (VCN), category and merchant-level policies, and the real-time decisioning used to determine whether transactions are allowed before they ever clear.
This position reports to the Director of Product, Employee Spend, and sits alongside a peer Expense Management team. The two teams operate with a shared roadmap and prioritization forum.
Responsibilities
- Lead a team of product managers and analysts to deliver the pre-auth spend controls roadmap, the card management and VCN strategy, and the technical migration of the spend-limit decisioning platform onto modern infrastructure.
- Partner with engineering, design, risk, and Enterprise platform partners to ship controls that change customer behavior, rather than relying solely on policy documents.
- Own and guide decisioning and control capabilities for Employee Spend, including real-time evaluation of transactions against pre-authorization limits, virtual card controls (VCN), and category and merchant-level policies.
Requirements
- Currently has, or is in the process of obtaining, one of the following with an expectation the required degree will be obtained on or before the scheduled start date:
- A Bachelor’s or Master’s degree in a quantitative field (Statistics, Economics, Operations Research, Analytics, Mathematics, Computer Science, Computer Engineering, Software Engineering, Mechanical Engineering, Information Systems or a related quantitative field), Business, or Marketing.
- OR a Bachelor’s degree in any field with at least 4 years of Product Management experience.
- Experience translating business strategy and analysis into consumer-facing digital products.
- Demonstrated interest and aptitude for AI, including proactively incorporating AI into personal projects, exploring AI-driven development environments (for example, Cursor, Claude Code, GitHub Copilot), or building automations using AI agents, with examples showing how AI was used to learn, build, and solve problems beyond basic text generation.

Compensation and Incentives
- McLean, VA: USD 200,700 - 229,100 per year (Sr. Mgr, Product Management).
- New York, NY: USD 219,000 - 249,900 per year (Sr. Mgr, Product Management).
- Eligible for performance-based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI).
