Product Owner Analyst
Job Description
DCCA is seeking a Product Owner Analyst to help drive product team objectives in an Agile SAFe environment. In this onsite role in Ellicott City, MD, you will support CMS Medicare/Medicaid programs through backlog management, business and systems analysis, and coordination across stakeholders and Scrum processes.
This position involves leading day-to-day product activities while aligning execution with release and sprint planning, supporting testing efforts, and contributing to systems integration recommendations. A Public Trust Clearance is required (or the candidate must be willing to obtain it).
Role focus
- Lead the product team in defining and completing program objectives
- Delegate responsibilities or act as the Scrum Master for the product team
- Work with the RTE to plan releases and sprints
- Manage and prioritize the Product Backlog in an Agile SAFe environment
Product and analysis responsibilities
- Perform business and systems analysis for user stories
- Refine the product backlog based on analysis and collaboration
- Evaluate existing and interfacing systems and provide analysis and recommendations for systems integrations
- Identify modifications and improvements to enhance efficiencies and performance of existing system features
- Identify core business needs and decompose and document them in concepts of operation, briefings, and user stories
- Document business rules and construct use cases and workflow diagrams as needed
Collaboration, delivery, and support
- Facilitate meetings between stakeholders, developers, and product owners
- Monitor progress against deliverables using risk and issue management strategies
- Support testing activities as needed, including execution of test plans and reporting defects
- Use tools including JIRA, BigPicture, and Test Rails to track and report testing outcomes
- Develop and maintain working relationships with CMS stakeholders and other contractors
- Collaborate with the training team as needed and provide post-implementation support
Required qualifications
- Public Trust Clearance: must have or be willing to obtain
- 9+ years in one or more technical disciplines (e.g., architecture, process re-engineering, development, verification)
- 3 to 7 years working on teams in an Agile SAFe development environment
- 2 to 3 years supporting CMS Medicare or Medicaid programs
- Analysis of user stories for impacts to security and 508 compliance
- Collaboration experience in a multiple contractor environment
- Exceptional communication skills (verbal and written), including the ability to explain complex information to audiences with varying technical and system backgrounds and across organizational levels
- Computer Science degree or Bachelor’s Degree in a related major

Compensation and location
- Location: Ellicott City, MD (onsite)
- Salary range (Maryland): USD 120,000 to 150,000 per year
