Job Description

Based in Birmingham, Alabama, this onsite Product Owner role supports the US Railroad Retirement Board as it modernizes its IT services. You will manage the product backlog, articulate the vision, and coordinate with stakeholders and development teams to deliver value through iterative feedback. The position offers a salary range of USD 107,446 - 139,684 per year.

Responsibilities

  • Represent RRB customers and internal users and maximize the value of the solutions created within the scope of modernization efforts to improve customer service and streamline business processes across the agency.
  • Collaborate with stakeholders and Business Analysts to prioritize the product backlog, ensuring that the most valuable and critical features are developed first.
  • Collaborate with stakeholders to create a vision and roadmap of the solutions aligned with the agency's strategic goals and priorities and repeatedly communicates the products vision with a variety of stakeholders, including customers, business users, and the development team.
  • Provide additional context around the product vision by creating and sharing a product roadmap that provides a high-level, strategic visual summary outlining the vision, priorities, and direction for the solution over time.
  • Prioritize needs to balance scope, budget, and time, weighing priorities and making trade-offs according to the needs and objectives of stakeholders.
  • Participate in Agile ceremonies, including sprint planning, sprint reviews, sprint retrospectives, and product backlog refinement.

Requirements

  • Must be a U.S. Citizen
  • Males born after 12/31/59 must be registered for Selective Service
  • Suitable for Federal employment, determined by a background investigation
  • May be required to successfully complete a probationary period
  • Complete the initial online assessment and USAHire Assessment
  • Within 1 year of appointment must acquire and maintain certification as a Contracting Officer's Representative (FAC-COR), Level 1 or higher
  • Incumbent may be required to work outside of normal duty hours, such as nights, weekends, and holidays, due to operational needs
  • Selective Placement Factor: A current Product Owner certification issued by a reputable Agile or Scrum professional certification body, such as Scrum Alliance (Certified Scrum Product Owner) or Scrum.org (Professional Scrum Product Owner)
