UX Research Engagement Lead, (Senior Consultant, Business & Product Delivery)

Job Description

Responsibilities

  • Design and lead end-to-end discovery research strategy across two parallel tracks, evaluating permitting workflows across multiple state agencies.
  • Execute contextual inquiry and on-site observations at government work sites to reveal how processes operate in practice versus how they’re intended to function.
  • Facilitate interviews and workshops with government staff, municipal partners, licensed professionals, and residents to surface pain points and workarounds.
  • Translate findings into service blueprints, process maps, functional requirements, and executive reports that inform strategic decisions.
  • Validate findings with participants before final submission to ensure documentation accurately reflects user realities.
  • Convert complex, messy workflows into clear narratives and visuals that guide procurement teams, technical staff, and leadership.
  • Collaborate directly with the client Product Owner to adjust research plans as patterns emerge and communicate progress throughout the engagement.
  • Ensure all deliverables align with the Quality Assurance Surveillance Plan (QASP) by linking findings to primary research evidence and maintaining methodological rigor.

Requirements

  • Minimum of seven years of experience in user research, service design, or related discovery roles for complex systems.
  • Proven track record leading discovery-phase research for intricate, multi-stakeholder services with fragmented processes.
  • Expertise in field methods such as contextual inquiry and observational research conducted where users work.
  • Experience producing service blueprints, process flows, or similar artifacts mapping workflows across multiple actors, systems, and handoffs.
  • Strong ability to synthesize raw research into actionable insights and recommendations for executives, procurement teams, and technical staff.
  • Portfolio or case studies demonstrating discovery outputs beyond standard usability testing of existing products.
  • Experience conducting research within state or local government contexts.
  • Familiarity with permitting, licensing, or rules-based regulatory processes.
  • Advanced proficiency: capable of performing required actions independently and recognized as a go-to expert within the organization.

Work Location & Travel Requirements

  • This is a fully remote role with location flexibility.
  • Travel to customer sites for in-person research sessions, contextual inquiry, shadowing, and workshops is required throughout the engagement.
  • Core working hours are 9:00 AM–5:00 PM Eastern Time for coordination with the client Product Owner.
