Job Description

Onsite in Washington, D.C. with a contract role supporting the STEP v2 OutSystems platform, this Product Owner position centers on turning business goals into high-value product outcomes. You will define product direction, guide delivery through Agile/Scrum execution, and help ensure the platform evolves with measurable incremental value.

What you’ll focus on

  • Define and communicate the product vision, roadmap, and priorities for STEP v2.
  • Own the product backlog: create, prioritize, and refine user stories.
  • Define acceptance criteria and set clear expectations for what “done” means.
  • Serve as the primary stakeholder point of contact for product decisions and tradeoffs.
  • Ensure business goals and development deliverables stay aligned as plans change.

Delivery and product quality

  • Collaborate with Solution Architects and development teams to align solutions with enterprise architecture and OutSystems best practices.
  • Lead sprint planning and backlog grooming sessions to keep priorities execution-ready.
  • Validate deliverables and accept or reject completed work based on acceptance criteria.
  • Ensure timely delivery of features and incremental value throughout the sprint cycle.
  • Monitor product performance and recommend improvements to increase effectiveness over time.

Governance, risks, and dependencies

  • Manage dependencies, risks, and scope changes while protecting delivery outcomes.
  • Ensure compliance with organizational standards and governance.

Required qualifications

  • Bachelor’s degree in Business, IT, or a related discipline.
  • 6+ years of experience in product management or as a Product Owner.
  • Strong experience working in Agile/Scrum environments.
  • Proven track record managing enterprise-level digital products.
  • Experience working with cross-functional teams including development, UX, and architecture.

  • Experience with OutSystems or other low-code platforms.
  • Knowledge of enterprise platforms, APIs, and system integrations.
  • Experience in digital transformation or modernization projects.
  • CSPO (Certified Scrum Product Owner) or equivalent.
  • Familiarity with DevOps processes and tools.

Nice-to-have

  • Experience with international organizations or large institutions.
  • Familiarity with governance, security, and compliance requirements.
  • Experience with cloud environments (Azure preferred).
  • Exposure to microservices architecture and API-first design.

Compensation: USD 60 - 70 per hour. Job type: contract. Experience level: 6+ years. Location: Washington, DC (onsite).
