Product Owner - Business Analysis - 3

You will serve as a Product Owner and business advisor for C-HIT, acting as a key liaison across Government stakeholders, business users, technical teams, and contracted staff. In this role, you will bring CMS, Medicare, and Medicaid subject matter expertise to help translate Federal Healthcare policies into actionable business, functional, and system requirements while guiding Agile delivery and product backlog management.

This position is based in Columbia, MD (onsite), supporting work throughout the full project lifecycle and across analysis, planning, delivery, and continuous improvement activities.

Responsibilities

• Act as a Product Owner, business advisor, and liaison among Government stakeholders, business users, technical teams, and contracted staff across all phases of the project lifecycle.
• Provide subject matter expertise for CMS, Medicare, Medicaid, and other Federal Healthcare programs, including program integrity, regulatory, operational, and business processes.
• Analyze existing business processes and workflows to identify gaps and improvement opportunities, recommending functional and technology solutions aligned with Federal Healthcare requirements.
• Translate complex Medicare, Medicaid, and Federal Healthcare policies, regulations, and operational requirements into clear business, functional, and system requirements.
• Fulfill core Product Owner duties, including defining product vision and priorities; maintaining and prioritizing the product backlog; developing and refining user stories; defining acceptance criteria; and ensuring requirements align with business objectives.
• Partner with Government stakeholders, business SMEs, architects, developers, analysts, QA teams, and other Agile team members to support planning, development, testing, implementation, and continuous improvement.
• Lead or participate in backlog refinement, sprint planning, requirements-gathering sessions, product demonstrations, release planning, and stakeholder reviews.
• Represent business and end-user needs through the Agile/Scrum development lifecycle, providing clarification and direction on business requirements and priorities.
• Review completed functionality against defined business requirements and acceptance criteria, supporting product acceptance and implementation decisions.
• Identify opportunities to improve program efficiency through automation, process optimization, data-driven decision-making, modeling, best practices, and standardized procedures.
• Identify and incorporate relationships among business processes, tasks, systems, data, stakeholders, and resources into the system development lifecycle.
