IvoryCloud offers a hybrid, National Capital Region work model with on-site presence at DSCA Headquarters in Arlington, VA and IvoryCloud Headquarters in Rockville, MD. This mission-driven role provides the opportunity to influence a federal enterprise system used by Combatant Commands, Military Departments, Implementing Agencies, Security Cooperation Officers, and partner nations. The Senior Product Manager will own the product vision, multi-quarter roadmap, and backlog alignment, while ensuring audit readiness and government collaboration. The salary range for this role is $135,000 to $165,000 per year. A U.S. citizenship and an active Secret clearance are required.

Responsibilities
- Own the program's product vision, multi-quarter roadmap, prioritized backlog, and stakeholder alignment.
- Facilitate Community of Interest and Key User Community sessions with government and partner-nation representatives to elicit and prioritize requirements.
- Apply a quantitative feature prioritization framework to score features against strategic value, customer satisfaction, performance and security, level of effort, complexity, and risk to produce a defensible delivery sequence.
- Translate audit-driven non-functional requirements into prioritized backlog items that advance the program's financial audit remediation mandate.
- Govern the dual-track Agile cadence, allocating sprint capacity between operations and new features, with an audit remediation lane reserved within new-feature capacity.
- Author and maintain epics, features, and user stories in the project management platform with full traceability from requirements to test cases, acceptance criteria, and delivered functionality.
- Lead sprint planning, backlog refinement, sprint reviews, and quarterly Program Increment planning with the Government Product Owner, delivery team, and partner-agency representatives.
- Co-chair the Change Control Board with the Government Product Owner to ensure changes have government approval and an audit-evidence trail.
- Produce a recurring program mission value report linking features to strategic goals, outcomes, audit remediation, and end-user impact for leadership and oversight.
- Operate a metrics-based delivery framework, surfacing sprint velocity, escaped defects, automated test coverage, change failure rate, mean time to restore, traceability compliance, and audit-readiness indicators in status reports.
- Integrate human-centered design into the product lifecycle, ensuring UI/UX outputs feed backlog prioritization and that accessibility compliance (Section 508 / WCAG 2.1 AA) is a core property.
- Collaborate with the Platform / DevSecOps Lead to maintain CI/CD artifacts as standing audit evidence.
- Work with Backend Engineering and Data Engineering leads to maintain data completeness, interface mapping, and enterprise data feed readiness for financial audit traceability.
- Serve as the primary product-facing interface to the COR, Government Product Owner, the agency IT organization, and partner-nation representatives.
- Lead release planning, manage scope boundaries, and arbitrate trade-offs with the Government using evidence-based methods; maintain release notes and adoption artifacts for each production release.
- Maintain a refreshed risk register covering technical, operational, schedule, cybersecurity, and audit risks with owners and status visible in dashboards.
- Ensure adherence to established CMMI Level 3 DEV and SVC appraised processes for requirements management, configuration management, measurement and analysis, decision analysis and resolution, and QA.
- Represent the program in governance boards, technical interchanges, and cross-agency groups with feasibility input and roadmap guidance.
- Mentor Business Analysts and support recruiting, onboarding, and professional development of the product team.
- Research emerging product management practices and federal governance innovations, recommending pragmatic adoption only when user value or audit evidence improves.
Requirements

- Active Secret clearance required
- Minimum 12 years of product management, technical program management, or Agile delivery leadership experience, including at least 5 years supporting U.S. federal customers and 3 years leading product or backlog ownership on enterprise-scale mission systems
- Location: Arlington, Virginia / National Capital Region; hybrid schedule with regular on-site presence at DSCA Headquarters (Arlington, VA) and IvoryCloud Headquarters (Rockville, MD); must reside within commuting distance and be able to report on-site within three hours
- Experience leading product management on a federal Agile program at scale (Scrum, SAFe, or Kanban) with written quantitative prioritization frameworks
- Exceptional oral and written communication skills, including facilitation of governance meetings, presenting roadmaps to senior government leadership, and translating competing requirements into mission-aligned backlog priorities
- Ability to meet deadlines under high-visibility conditions and arbitrate between competing stakeholder priorities
- Direct experience supporting a DoD or DoS customer in an enterprise application environment for defense security cooperation, Foreign Military Sales, or a comparable mission domain is strongly preferred
Education
- Bachelor's degree in Business, Information Systems, Computer Science, Engineering, Public Policy, or a related discipline
- Master's degree (MBA, MS, or equivalent) preferred
- Equivalent professional experience may be considered on a case-by-case basis
Certifications
- Certified Scrum Product Owner (CSPO) or equivalent (or within six months of hire)
