Job Description

Office of Technology and Innovation (OTI) is building digital tools to shorten the new construction permitting process. As a Senior Product Manager, you will help shape and prioritize SPEED by creating business cases, defining outcomes and KPIs, and guiding software product development from conception to launch in a cross-functional environment. The role is onsite in Brooklyn, NY.

Salary: $100,000 to $180,000 per year.

What you’ll deliver

  • Create business cases that set clear priorities, direction, and timing for SPEED.
  • Diagnose root challenges and develop tenable, elegant solutions for major product opportunities.
  • Own the software product lifecycle from conception to launch, serving as the bridge between program strategy, user experience, and technology needs.
  • Synthesize research, analytics, and systems analysis to understand user problems and define options grounded in real user needs.
  • Define what to build to maximize value and program impact for New Yorkers, including navigating requests that do not align with strategic outcomes.
  • Define and monitor outcomes and KPIs to drive evidence-based improvements for SPEED.

How you’ll work with teams

  • Collaborate with program owners to define SPEED outcomes and KPIs.
  • Translate and prioritize user needs into requirements, guiding program, UX, and engineering teams to deliver software that achieves stated outcomes.
  • Write user stories, acceptance criteria, and system requirements in close partnership with UX and engineering to support technical feasibility and architecture.
  • Engage non-technical stakeholders on complex topics using plain language supported by strong technical fluency.
  • Articulate insights and recommendations clearly and directly so they materially address problems for New Yorkers.
  • Handle special projects and initiatives as assigned.

Required qualifications

  • A baccalaureate degree from an accredited college in computer science, information systems, engineering, mathematics, or a related field, plus six years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture, and/or IT infrastructure systems.
  • Alternate qualification: a baccalaureate degree plus ten years of satisfactory full-time experience in the same architecture or IT infrastructure areas.
  • Education and/or experience that is equivalent to qualification (1) or (2) above.

Schedule and location

  • Work location: Brooklyn, NY (onsite).
  • Hours/shift: Day. Due to the position’s necessary duties in a 24/7 operation, the candidate may be required to work various shifts, including weekends and/or nights/evenings.
