Supervisory IT Specialist (PLCYPLN) (Lead Project Manager / Product Owner)

Lead enterprise IT delivery as a technical authority, translating stakeholder needs into architecture, engineering, and product ownership for an enterprise system.

Responsibilities

• Lead and direct teams as a primary stakeholder for information technology operational processes and functions that support the service
• Provide direction and monitor significant activities to deliver successful service outcomes
• Use advanced knowledge of systems life cycle management, with focus on software security and usability
• Apply advanced cloud knowledge across SaaS, IaaS, and PaaS service models
• Apply advanced cybersecurity principles and organizational requirements covering confidentiality, integrity, availability, authentication, and non-repudiation
• Coordinate with systems analysts, engineers, programmers, and others to design applications and identify project limitations, capabilities, performance requirements, and interfaces
• Lead customer consultation to evaluate functional requirements and translate them into technical solutions
• Act as the primary translator between technical engineering teams and senior DoD/DCSA leadership
• Drive implementation strategies for system development, performance management, and operational logistics
• Ensure the product roadmap aligns with DoD acquisition cycles using the Agile Release Train (ART)

• Defense Acquisition Workforce Improvement Act: Requires a DAWIA Practitioner certification in Engineering and Technical Management, expected to meet related certification requirements per DoD Instruction 5000.66
• Applicants not meeting the certification requirement may be eligible for hire, with certification to be obtained within 5 years (60 months) after the first day of starting
• Defense Cyber Workforce compliance per DoDD 8140.01 / DoDI 8140.02 (Defense Cyber Workforce Annex): obtain and maintain any specified IT/Security certifications/education within six months of appointment date
• Sign a Statement of Understanding regarding certification requirements; maintaining appropriate certification is a condition of employment
• Specialized experience sufficient to demonstrate competencies at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-13), generally one year or more
• Substitution of education may not be used in lieu of specialized experience for this grade level

Additional Information

• Applicants selected may be required to serve a two-year trial period
• DCIPS excepted service details: DCIPS positions are in the excepted service by statute (10 U.S.C. 1601), not competitive status
• Federal employees in the competitive service must acknowledge they will voluntarily leave the competitive service by accepting a DCIPS excepted service offer
• Non-DCIPS candidates must acknowledge in writing that the position is in the excepted service and covered by DCIPS
• Acquisition position: DAWIA Practitioner level certification required; certification must be accomplished within 5 years (60 months) after entry
• Continuous Learning Points: achieve 80 hours every 2 years
• Drug testing: initial drug screening and random testing thereafter; negative result must be received by HR within 30 calendar days after EOD

• Advise leadership and personnel on anticipated revisions to theories, methodologies, or procedures to support mission priorities
• Implement strategies for system development and analysis, operational logistics, and project funding/budgeting
• Support project cost, schedule, and performance management
• Optimize usability, security, and mission speed while collaborating with customers and users to build software features
• Apply advanced systems life cycle management knowledge, including software security and usability, with customers and users
