WA.gov Product Manager
Job Description
Lead statewide product strategy for WA.gov and help deliver a connected digital government experience for Washington State residents. As the WA.gov Product Manager (EMS 3) with the Washington State Health Care Authority, you will direct the product organization responsible for the WA.gov platform and resident portal, ensuring consistent delivery of capabilities, strong customer experience, and long-term platform sustainability. This role is based in Olympia, WA (hybrid) and supports telework, with frequent on-site presence for collaboration, planning, and operational needs.
What you’ll do
- Define and direct the vision, strategy, roadmap, and long-term evolution of the WA.gov digital experience platform and resident portal.
- Set product priorities and manage platform backlog prioritization and sequencing for product capabilities.
- Establish and lead product governance, including decision-making frameworks and prioritization approaches that support consistent, transparent product delivery.
- Ensure customer experience, accessibility, security, and statewide business needs are reflected in product strategy and delivery.
- Lead onboarding and delivery of agency services and digital capabilities within the WA.gov platform.
- Define implementation priorities, onboarding approaches, and service delivery sequencing to support platform adoption and statewide objectives.
- Resolve and escalate delivery barriers, implementation risks, and cross-team dependencies that affect successful delivery.
- Provide leadership for the WA.gov product organization, including workforce planning, organizational development, and team alignment.
- Build and maintain strategic relationships with agency partners, leadership teams, vendors, and governance bodies to support delivery and adoption.
- Direct large-scale implementation efforts supporting delivery of WA.gov services and platform capabilities.
- Oversee cross-functional dependencies, risks, and issues that may impact successful delivery and operational readiness.
Required experience
- 10 years of experience in progressively higher levels of management delivering IT services, with emphasis on analyzing business requirements and developing solutions for enterprise digital services.
- A combination of experience totaling 4 or more years in any of the following areas:
- Developing business models, strategic plans, policies, and budgets, and creating cost-effective solutions to complex business challenges across levels of an organization.
- Overseeing successful implementation of digital projects, such as high-traffic website design and development, accessibility remediation, human centered design, and/or statewide web application projects.
- 3 or more years of experience in each of the following:
- Managing large complex projects in the IT field.
- Evaluating and procuring technologies that align with organization strategic plans.
- Leading, developing, coaching, and managing staff of IT professionals.
- Working in a customer-facing role.
- Supervising or managing with demonstrated experience managing at a high level of accountability.
- 1 year of experience in each of the following:
- Overseeing development and implementation of IT governance processes such as policy management, compliance, monitoring, and reporting.
- Training in or working with Agile techniques and methods such as SAFE, LeSS, SCRUM, and Kanban.
- A bachelor’s degree in computer science, information technology, or business management may substitute up to four years of the required 10 years of progressive management experience.
- Demonstrated ability to take action to learn and grow.
- Demonstrated ability to take action to meet the needs of others.

- Salary: $83,988 to $149,724 per year

- Frequent on-site presence in Olympia, WA is required to support collaboration, planning sessions, engagement, operational activities, and other in-person business needs.
