Enterprise AI Product Manager
Job Description
The Enterprise AI Product Manager leads the Commonwealth of Massachusetts’ AI Assistant product ecosystem, shaping how agents, integrations, and configurable AI solutions are planned, governed, and adopted across secretariats and agencies.
Role Overview
This position owns and advances the AI Assistant ecosystem, defining and executing platform product strategy, identifying high-impact use cases, and prioritizing a cross-agency roadmap. The role scales adoption and ensures measurable public value as the underlying technology and platform evolve.
The Enterprise AI Product Manager translates emerging capabilities into practical applications for state government while managing platform changes, migrations, and retirement of existing functionality to preserve continuity for users and agency solutions.
Key Responsibilities
- Define and maintain the long-term vision, strategy, and roadmap for the AI Assistant ecosystem.
- Translate evolving capabilities, including agents, integrations, workflows, and other emerging features, into practical state government applications.
- Identify and evaluate high-impact use cases across secretariats and agencies.
- Establish standards and patterns for addressing needs through shared enterprise capabilities, reusable solutions, or agency-specific configurations.
- Plan for and manage platform changes and feature deprecations to minimize disruption and preserve continuity for users and agency solutions.
- Align product priorities with executive branch strategic objectives and policy direction.
- Continuously refine the roadmap using user needs, stakeholder feedback, and evolving AI capabilities.
- Manage a structured process for agencies to propose new AI use cases and solutions.
- Evaluate opportunities based on user need, potential impact, feasibility, reuse potential, risk, accessibility, and implementation effort.
- Facilitate cross-secretariat decisions on sequencing, resource allocation, and trade-offs.
- Design and implement scalable product management processes, including use case intake and review; risk and compliance review coordination; pilot and experimentation frameworks; deployment and adoption playbooks; and performance monitoring and reporting standards.
- Establish procedures for responsible AI implementation in coordination with legal, security, accessibility, and policy stakeholders.
- Institutionalize repeatable processes that enable agencies to adopt AI tools in a structured, compliant, and measurable way.
- Develop guidance and operating models for agency-level AI product ownership and stewardship.
- Build executive-ready reporting frameworks that communicate product performance, impact, and risk posture.
- Synthesize data and insights into narratives for senior leadership, and recommend scaling, sunsetting, or refining AI use cases.
- Communicate trade-offs and strategic decisions under ambiguity.
- Partner closely with the Engineering Lead (technical feasibility, architecture, security), Enablement/Training Leads (adoption and change management), and vendors or external partners (platform capabilities and roadmap alignment).
- Coordinate with secretariats and agency leadership to align priorities and outcomes.
- Serve as a central point of ownership for enterprise AI product decisions, maintaining an understanding of platform provider capabilities, limitations, roadmap, release cycle, and deprecation plans, and representing Commonwealth product needs and priorities in vendor engagements.
Required Qualifications
- Eight (8) to ten (10) plus years of experience leading digital, platform, or enterprise product initiatives in complex organizations (public sector experience strongly preferred).
- Demonstrated experience prioritizing and scaling products across multiple business units or agencies.
- Proven ability to create and implement structured product management processes and governance frameworks.
- Strong track record defining metrics, measuring outcomes, and communicating value to executive stakeholders.
- Experience working with AI-enabled products, data-driven platforms, or emerging technologies.
- Experience balancing experimentation and innovation with enterprise risk management.
- Exceptional stakeholder management skills and ability to lead through influence.
- Strong analytical and decision-making skills under conditions of ambiguity.
- Excellent written and verbal communication skills, including executive-level reporting.
