Manager, Project Management - Product Operations: People Excellence (Culture) & Governance
Job Description
Capital One’s Finance Product organization is seeking a Manager, Project Management - Product Operations to lead strategic execution across People Excellence & Culture and Governance. The role connects end-to-end project delivery with operational frameworks, using structured governance to support product teams while driving engagement, transparency, and measurable progress.
Based in McLean, VA (onsite), this manager-level position supports the full project lifecycle, builds the operating cadence that teams rely on, and helps leadership stay aligned through clear reporting and executive-ready recommendations. Compensation for the role is USD 151,900 - 173,400 per year.
Responsibilities
- Manage strategic initiatives through the complete project lifecycle, from planning and design to execution and closure, including project architecture, status reporting, and documentation, while maintaining adherence to scope, budget, and timelines.
- Lead project delivery to ensure activities and artifacts match the project’s intent and business objectives; proactively identify risks, define mitigation strategies, and manage upstream and downstream dependencies to reduce roadblocks.
- Evaluate and streamline operational frameworks and business processes for improved efficiency, creating high-level process maps and documentation and socializing them for stakeholder buy-in.
- Own change management activities and develop rollout strategies for new or evolving processes.
- Use data and analytical insights to resolve complex issues, inform strategy, and guide tradeoff decisions.
- Develop and continuously improve governance frameworks with organizational and cross-functional partners.
- Foster a One Team approach by driving collaboration and accountability across diverse stakeholder groups.
- Provide clear, concise project health updates and recommendations to senior leadership, maintaining transparency on progress and strategic direction.
- Serve as a strategic partner to internal teams in ambiguous situations, applying sound judgment to influence positive outcomes.
- Design and manage engagement initiatives that reflect company values and support associate well-being, including planning and executing team-wide events and off site events, and promoting recognition programs.
- Use associate feedback to iterate on culture and engagement strategies, track program impact, and identify opportunities to support team growth and development.
- Develop governance practices for application system configuration and help establish a configuration center of excellence with product management, technology, data, and business partners.
- Manage and maintain best practices for third-party vendor engagement, including documentation and process flow mapping.
- Establish standardized reporting for application system business and technical SLAs used across teams for performance measurement and risk management.
- Provide ongoing management for an evolving OKR framework and progress reporting across Product teams to maintain focus on priorities and align workstreams across multiple teams.
- Apply continuous improvement to operating rhythms to support recurring execution while enabling creativity and innovation.
Requirements
- Bachelor’s Degree or Military experience
- At least 4 years of end-to-end Program Management, Project Management, or Product Management experience leading cross-functional strategic or technical initiatives
- At least 2 years of experience working with process improvements in the PDLC (Product Development Life Cycle) or SDLC (Software Development Life Cycle)
- At least 2 years working within Agile frameworks and methodologies
- Master’s Degree or MBA
- Certification in PMP, Lean, Agile, Six Sigma, or Prosci Change Management
- 2+ years of Product Operations experience
- 2+ years of experience leading cross-functional teams within an enterprise organization
- 2+ years of Process Management experience
- 2+ years of change management experience
- 1+ years of financial services experience
