Product Owner Consultant

CareFirst BlueCross BlueShield is hiring a senior Product Owner Consultant to guide product teams across its Government Programs portfolio, including Medicare Advantage, Medicaid, and ACA offerings. This role helps drive prioritization and execution for complex claims-related initiatives, leveraging deep FACETS expertise to ensure delivery aligns with both regulatory requirements and business goals. You will also introduce tools, frameworks, and best practices that improve outcomes across product delivery.

What you’ll be doing

• Lead development of two or more product portfolios, delivering workable solutions that meet customer and market expectations in close collaboration with stakeholders, Product Managers, Product Owners, and scrum teams.
• Work with senior leaders to identify and plan product releases by reviewing milestones with stakeholders; manage ongoing evolution of existing products.
• Coordinate workshops with product users using the discover and define approach, validating hypotheses and implementing best-fit solutions.
• Drive solutioning and a long-term technical roadmap for complex products or product lines to keep priorities aligned with business goals and market demands.
• Communicate with Product Managers and Product Owners to implement technical solutions; conduct product training for partners and staff and identify additional training opportunities for individuals and teams.
• Manage Product Backlog(s) for development teams using product road mapping and backlog management tools; partner with testing managers to ensure functionality is properly tested against business requirements; lead change control to reflect shifting project priorities.
• Support delivery by attending product refinement, sprint planning, and sprint reviews, and contribute to initiatives that support customer satisfaction.

Requirements

• 10+ years of product owner experience, with in-depth knowledge of Agile process and principles, and/or product manager experience.
• Bachelor’s Degree in Product Management, Engineering, Information Technology, or related field OR, in lieu of a Bachelor’s degree, an additional 4 years of relevant work experience (in addition to required experience).
• Proficient in project planning and life cycle development.
• Excellent written and verbal communication.
• Proficient in Agile methodologies, principles, and procedures.
• Ability to use Product KPIs and business metrics to optimize product outcomes.
• Ability to recognize, analyze, and solve a range of problems.
• Ability to analyze, organize, and prioritize work while meeting multiple deadlines.
• Ability to define and articulate how backlog items drive measurable outcomes, improve Star Ratings, or increase member retention.
• Skilled at gathering requirements from key stakeholders to build holistic user stories.
• Ability to respond quickly to shifting regulatory environments or operational blockers to enable delivery.
• Ability to identify opportunities to enhance plan design or digital member experience using competitive benchmarking and emerging models.
• Skilled at building alignment among stakeholders with competing priorities; advocate for user needs while balancing enterprise constraints.
• Strong ability to maintain trust with business needs, communicate tradeoffs, and manage expectations.

Leadership, certifications, and preferences

• Supervisory responsibility: Leads a team using a matrix management system.
• Preferred upon hire: Certified Scrum Product Owner.
• Preferred qualifications: Previous healthcare experience; Medicare and Medicaid product experience; TriZetto FACETS and Government Solutions experience; CMS and MCO compliance experience; claims adjudication, benefits configuration, provider and payment experience; advanced degree; Certified Agile Product Owner; SAFe Agile Product Owner Certification.

Location: Baltimore, MD (remote)

Salary range: USD 128,240 - 229,229 per year
