Senior IT Product Manager
Job Description
The State Corporation Commission’s Enterprise Technology Services division is hiring two Senior IT Product Managers (Hybrid) to lead enterprise program delivery using Agile, product-focused practices.
Responsibilities
- Provide senior program leadership for assigned product areas, including planning, prioritization, execution, and cross-division coordination to support SCC business objectives
- Lead large product teams and shared resources by setting clear priorities, managing capacity, and aligning delivery outcomes to strategic goals
- Act as a senior liaison across product teams, business partners, ETS leadership, and executive stakeholders
- Oversee development and prioritization of multi-team product and program backlogs to ensure work supports SCC strategic direction
- Convert complex business requirements into actionable program plans, work sequences, user stories, milestones, and acceptance criteria
- Support Agile delivery activities, including sprint planning, backlog refinement, cross-team coordination, reviews, and retrospectives
- Create and maintain program roadmaps and related planning artifacts such as release plans, dependency maps, risk registers, dashboards, and portfolio reporting materials
- Track and report progress using SCC portfolio and Agile management tools; provide briefings, presentations, and executive-level summaries
- Coordinate resource planning, operational readiness, and business continuity considerations tied to program delivery
- Manage vendor engagements and third-party relationships, including procurement workflows and contract needs
- Lead creation and ongoing maintenance of SOPs, workflows, standards, and documentation that support program governance and product operations
- Promote the SCC enterprise Agile transformation through collaboration, continuous improvement, and mature product-centric practices
- Perform other related work as required

Location and compensation
- Location: Richmond, VA (hybrid)
- Starting salary range: USD 125,000 to 145,000 per year
