Product Manager - Utility Billing Software
Job Description
Muni-Link is hiring a Product Manager for Utility Billing to turn strategic direction into practical, buildable functionality within the utility billing platform. This hands-on role partners closely with product, design, and engineering to manage backlog quality, coordinate delivery, and ensure release readiness, while also capturing customer and stakeholder feedback after launch.
What You Will Do
- Write and maintain requirements, user stories, and acceptance criteria for utility billing features.
- Work with the Lead PM and Designer to jointly manage and refine the product backlog.
- Lead sprint coordination, including planning, standups, and delivery tracking.
- Own release readiness, ensuring features are complete and verified prior to shipment.
- Surface stakeholder inputs during discovery and definition sessions.
- Triaging and translate post-launch feedback into actionable backlog updates.
- Participate in design reviews and flag scope gaps and edge cases early.
- Develop and maintain sales-facing materials, including feature documentation, demo scripts, and FAQs.
- Maintain information flow across product, development, and stakeholders.
Key Objectives
- Translate market signals, customer feedback, and stakeholder input into clear, complete requirements.
- Serve as the day-to-day liaison between product and development, keeping work moving and pushing back on scope that is not ready to build.
- Maintain and groom the product backlog in collaboration with the Lead PM.
- Gather and apply insights from utility clients, implementation partners, and support channels during discovery and definition.
- Bring an understanding of operational problems faced by utility billing staff into requirements, acceptance criteria, and prioritization.
- Participate in client calls and partner discussions as a product subject matter expert.
- Collaborate with the sales team to develop positioning materials, demo narratives, and feature documentation grounded in real customer problems.
- Support pre-sales conversations and RFP responses using product knowledge.
- Help the team communicate what Muni-Link does and why it matters to a utility.

- The development team is not blocked waiting for product decisions.
- Requirements are clear, complete, and understood by everyone before implementation begins.
- The backlog reflects current priorities and is consistently groomed and ready.
- Releases ship on time with confidence that the right work was built.
- Customers and partners feel heard, with their feedback visibly shaping what gets built.
- Sales has accurate tools and context to represent the product effectively.
Required Qualifications
- Strong communication (written and verbal), including the ability to translate technical concepts for non-technical audiences and explain operational realities to engineering teams.
- Analytical mindset with comfort working with data.
- Ability to manage competing priorities while maintaining detail and follow-through.
- Collaboration and adaptability in a small team environment with broad ownership.
Education, Experience, and Location
- Education: Bachelor’s degree in Business, Information Systems, Computer Science, Marketing, or a related field, or equivalent practical experience.
- Experience: 1-4 years of experience in product management, business analysis, SaaS, or a related field. Utility billing, municipal software, or local government technology experience is a plus. Familiarity with Agile/Scrum delivery environments preferred.
- Location: Altoona, PA (hybrid).
- Work schedule: Hybrid onsite work week with 3 days in the office; there is no full-time remote option. Full time onsite during training and onboarding.
