Job Description

Product Owner supporting CMS PSP and EDGE programs at General Dynamics Information Technology, guiding Salesforce platform evolution and bridging business stakeholders with technical teams to maximize value.

Responsibilities

  • Own the Salesforce product roadmap, prioritizing enterprise features, enhancements, new products, and tools based on business value.
  • Represent the voice of the customer as the primary liaison among business users, IT teams, and Salesforce developers.
  • Gather and document requirements through stakeholder interviews, workshops, and data analysis.
  • Convert complex business needs into clear user stories, acceptance criteria, and technical specifications.
  • Collaborate with Salesforce admins, developers, testers, and solution architects, providing programmatic guidance across all phases to deliver scalable solutions.
  • Lead enterprise backlog grooming, sprint planning, and user acceptance testing; ensure appropriate bandwidth, timely ticket resolution, and compliance.
  • Provide timely schedule inputs, risk alerts, and status reports to program management.
  • Manage complex helpdesk cases for assigned product and program areas.
  • Support demos, briefings, and presentations to CMS stakeholders and internal leadership.
  • Act as the voice of the customer by synthesizing user needs, policy constraints, technical considerations, and program deadlines.
  • Ensure clarity and efficiency of the program's technical processes and documentation, including SOPs, workflows, templates, monthly architectural updates, System Design Document, semi-annual security testing documentation, and TRB materials.
  • Document and manage meeting minutes, action items, and blockers, ensuring timely completion and follow-up.

Requirements

  • Bachelor’s degree with 9+ years of experience as a Product Owner, Business Analyst, or similar role, supporting APIs, system integrations, and/or data exchange.
  • Extensive experience with Agile/Scrum methodologies and tools, including Jira and Confluence.
  • Proven ability to collaborate with cross-functional teams in dynamic, fast-paced environments.
  • Experience leading large teams and managing work across seven or more projects concurrently, with strong prioritization abilities.
  • Excellent oral, written, and presentation communication skills; capable of conveying complex technical topics to stakeholders at various levels and leading development and architecture meetings.
  • Skilled at gathering and analyzing information to develop alternative solutions, resolving issues with minimal supervision.
  • Experience working with CMS or similar federal agencies, preferably within CMS/HHS.
  • General understanding of CMS Section 508 accessibility requirements.
  • Must have resided in the United States for at least three of the last five years.
  • Must be willing and able to obtain a CMS Public Trust clearance.
