Technical Product Manager
Job Description
The Technical Product Manager role supports deployment of IDC Quanta into China, with ownership of end-to-end delivery, regulatory processes, cloud provisioning, compliance activities, and model evaluation logistics. This position acts as the on-the-ground delivery lead in Beijing while coordinating with a US steering committee and a third-party implementation vendor.
Key Responsibilities
- Own end-to-end delivery of the Pre-Sprint through Sprint 4 plan, including cloud VPC provisioning, IDC Quanta test instance stand-up, model evaluation logistics, RAG architecture build-out, and production deployment, aligned to the Week 12 first-capability target and the Week 22 go-live.
- Manage the ICP (Internet Content Provider) filing end-to-end by initiating immediately on program kickoff, engaging a qualified filing agent, and maintaining momentum through the 4 to 8 week process so it does not become the blocker for the Week 9 gate.
- Lead the MLPS 2.0 gap assessment and PIPL compliance review for the Quanta China deployment, including documentation of the certification level required based on current posture.
- Provision and configure China cloud infrastructure with Alibaba Cloud as the primary provider and AWS China as a fallback, covering VPC isolation, BYOK encryption where keys are held outside China, and inclusion of government disclosure notification clauses in each cloud contract.
- Run parallel model evaluation for DeepSeek and Qwen, with Kimi, GLM, Hunyuan, or ERNIE as fallback options, against a pass/fail quality threshold defined jointly with the US Technical Product Owner.
- Document and maintain the External China-Protected RAG architecture, the identity federation design, and the MCP server build-out, confirming none of these activities require changes to Quanta core codebase.
- Chair local steering committee touchpoints, prepare status decks, and escalate any new HIGH-rated risk within 24 hours to the China Country Lead and the US steering committee representative.
- Own weekly status reporting and provide inputs to the Week 9 decision memo from the China side, including the risk register, deployment readiness, and remediation plans for any red-rated criterion.
- Coordinate with IDC legal and outside counsel on the PRC regulatory opinion, and support export control review using a clean test structure that relies on API calls only.
Requirements
- Ability to operate effectively across IDC’s China operations and the US steering committee.
- 10+ years of technology implementation experience, including 5+ years leading cross-border China deployments.
- Hands-on ICP filing experience, including at least one prior successful filing, plus working knowledge of MLPS 2.0.
- Prior budget responsibility exceeding $1M USD on a comparable engagement.
- Hands-on experience with Alibaba Cloud or AWS China (Sinnet), including VPC isolation, network segmentation, and BYOK encryption.
- Bilingual capability in Mandarin and English.

What Success Looks Like
- ICP filing is in-flight or approved with no blocking issues by the Week 9 gate.
- A production-ready China cloud environment with BYOK, VPC isolation, and SIEM logging is validated before Sprint 4 go-live.
- Model evaluation results are credible for the US side because the threshold was set before testing began.
- The steering committee does not learn of a HIGH-rated risk after the fact.
Preferred
- Experience integrating enterprise platforms with China-approved LLM APIs, including DeepSeek, Qwen, Kimi, GLM, Hunyuan, ERNIE, or comparable options.
- Familiarity with Retrieval-Augmented Generation (RAG) architectures designed to prevent raw data transmission to LLM providers.
- Experience with PIPL, PRC data-security, and cross-border data-transfer assessments, including coordination with outside legal counsel.
Travel & Logistics
Occasional travel to Beijing and to IDC’s US offices should be expected for steering committee meetings, sprint gate reviews, and key milestones.
