Job Description

The eGRC Product Owner II – Risk Assessment role at TD Bank focuses on ensuring Agile/Scrum delivery teams produce stakeholder-focused product increments that maximize value. This position owns a prioritized backlog, manages delivery blockers, and supports risk and compliance outcomes through product leadership and expert guidance across the enterprise.

Key Responsibilities

  • Partner with other Product Owners and senior management to align execution with the product vision.
  • Create, maintain, and continuously prioritize the product backlog, including ongoing re-prioritization of user stories to deliver customer and end-user value.
  • Manage delivery blockers and proactively raise issues that impede efficient delivery of customer-focused increments.
  • Continuously assess customer feedback and use it to inform product and delivery process improvements.
  • Support a positive work environment by reinforcing Agile principles of transparency, collaboration, and engagement.
  • Provide people management leadership, including hiring, setting goals, developing staff, performance management, compensation decisions, promoting teamwork, handling disciplinary actions as required, and ensuring required human resources processes are followed.
  • Serve as a senior specialist and advisory resource for executives and business segment leaders, governing requirements for the scope of own work.
  • Integrate enterprise and/or business segment strategy into program design, policy formulation, and operating standards within areas of expertise.
  • Anticipate emerging business trends and regulatory or risk issues to recommend large-scale product, technical, functional, or operational improvements.
  • Advise on execution strategy and lead development and deployment of functional programs or initiatives in scope or across multiple specialties.
  • Address unique and ambiguous problems with broad impact, including oversight of standards, controls, and operating methods with significant financial and operational impact.
  • Engage stakeholders to influence change, frame information in an organizational context, and drive action.
  • Review performance analytics and recommend strategies to improve the customer or end user product experience.
  • Participate in Scrum or Kanban events (for example stand-ups and retrospectives) and share ideas for improving product value or delivery efficiency with leadership as appropriate.
  • Drive compliance and risk management practices, including identifying, mitigating, and reporting risk issues per enterprise policy and ensuring escalation processes are followed.
  • Ensure business operations comply with applicable internal and external requirements (including financial controls, segregation of duties, transaction approvals, and physical control of assets).
  • Lead or contribute to cross-functional and enterprise initiatives as a subject matter expert to provide guidance for complex situations.
  • Define OKRs in partnership with stakeholders across the organization.
  • Manage oversight and monitoring of risk and regulatory compliance across supported functions, ensuring key controls and processes are effectively managed.
  • Oversee facilitation and/or implementation of action or remediation plans for performance, risk, or governance issues.
  • Lead the submission and discussion on the Quarterly Business Review with respect to the product.
  • Contribute to strategic priorities for the business segment or enterprise functional area and develop annual and/or long-term plans for own area.
  • Act as a brand ambassador for the business area/function and the bank, internally and/or externally.

Agile Execution and Delivery Practices

  • Provide user story design oversight, including accepting or rejecting user stories based on agreed Definition of Done and Acceptance Criteria.
  • Manage delivery initiatives and, depending on complexity, oversee multiple development team (pod) backlogs.
  • Align with senior management on the product delivery roadmap, including Minimum Marketable Features or Minimum Viable Products and release cadence.
  • In alignment with the product vision, create and maintain backlog content and continuously re-prioritize stories for maximum value delivery.
  • Support day-to-day readiness for application changes by proactively engaging established business process partners to help establish Day 2 processes.
  • Manage defect management and prioritization.

Collaboration Across Governance and Controls

  • Partner with corporate and/or control functions to ensure alignment with enterprise and regulatory requirements.
  • Lead relationships with business lines and control functions to ensure alignment with enterprise and/or regulatory requirements.
  • Protect the organization’s interests by identifying and managing risks and escalating non-standard, high-risk transactions or activities when necessary.
  • Support team awareness of emerging issues, evolving regulatory requirements, and potential impacts to the Bank.
  • Maintain a culture of risk management and control aligned to risk appetite through effective processes.

Required Qualifications

  • Undergraduate degree and/or product certificate required.
  • 10+ years of relevant experience.
  • 5-7 years Product Owner or Agile related delivery experience.
  • Certified Scrum Product Owner (CSPO) certification and project management experience considered an asset.
  • Scaled Agile Framework (SAFe) certifications or experience operating in scaled agile delivery considered an asset.

Preferred Qualifications

  • Experience building logical data models to create a holistic Risk Assessment feeding into a broader risk management framework.
  • Expertise in building system requirements from business requirements for Risk Assessment programs.
  • Expertise in building new and updating existing complex data sets spanning multiple risk components.
  • Background working with eGRC vendors and third-party content vendors.
  • Proficiency with the Reg Change Management lifecycle.
  • Policy Management experience, including establishing a policy inventory with workflows to support lifecycle management, linking to LRRs and controls, and enabling governance and accountability.
  • Monitoring and Testing experience, including establishing a monitoring inventory with testing integration and automated testing methodology.
  • Issue Management experience integrating enterprise Issue Management into a broader Compliance Management System, including testing, Risk Assessment, and LRRs.

Compensation and Location

  • Salary: USD 115,440 to 186,160 per year
