Senior Product Manager / Product Management Specialist

State of Minnesota, Human Services Department is seeking a Senior Product Manager to lead product strategy and delivery for DHS initiatives in a hybrid setting.

Responsibilities

• Lead a cross-functional team to develop products focused on customer impact and business value for the agency.
• Collaborate across roles and disciplines to create solutions that support user needs and product goals.
• Build and maintain stakeholder relationships through ongoing engagement.
• Represent business needs and priorities; incorporate stakeholder feedback to enable continuous product improvement.
• Define product key performance indicators and metrics, and monitor results to ensure targets are met.
• Work with Design, Legal, and Policy teams to ensure alignment with relevant statutes, regulations, and rules while meeting user and business needs.
• Research and validate potential product enhancements.
• Apply user research, usability testing, and data analysis to inform product decisions.
• Create user stories, acceptance criteria, and supporting documentation to translate business needs into product features.
• Participate in Agile ceremonies including sprint planning, daily stand-ups, product demos, and retrospectives.
• Run trade-off discussions with technical teams, internal stakeholders, and external partners to arrive at workable solutions.
• Communicate product updates and roadmap to users, stakeholders, leadership, and partners.
• Direct product strategic vision and roadmap; oversee budget, evolution, and lifecycle for one or more products.
• Drive end-to-end product development lifecycle to deliver high-quality and timely outcomes aligned with DHS mission, vision, and strategic plan (coordinated with product leadership).

Requirements

• 3 years of experience in product management.
• Experience leading cross-functional product teams using Agile, Scrum, or other iterative development methodologies.
• Knowledge and application of product management practices including product lifecycle management, roadmapping, user-centered design, backlog management, and iterative delivery.
• Ability to interpret and use user research, user testing, and data analytics to make and validate product decisions.
• Experience working with Salesforce.
• Successful completion of a background investigation prior to employment, including:
  • Criminal background check
  • Reference check
  • Fingerprinting check (MNJIS/CJIS)
• Complete CJIS Security Awareness training within 3 business days from the start of employment; obtain and retain CJIS certification annually.

Preferred Qualifications

• Knowledge of human-centered design principles, continuous improvement, strategic planning, and change management.
• Understanding of relationship management principles for gathering product input and keeping stakeholders informed.
• Familiarity with database concepts, database design, data systems, and data governance/management best practices.
• Experience working in a large organization and/or rapidly changing environments, including shifting priorities to improve product outcomes.
• Experience identifying measurable benefits for new features or improvements aligned to customer needs and product goals.
• Experience working across a variety of backgrounds and cultures.

Telework and Work Details

• Location: Saint Paul, MN (hybrid)
• Telework eligible for applicants who reside in Minnesota or a bordering state, with supervisory approval and satisfactory performance.
• If living in a bordering state, the applicant must live within 50 miles or less from the primary work location.
• Required in-office meeting: once per month.
• Full-time, Unlimited (Regular/Temporary: Unlimited)
• Work shift/hours: Day Shift / 8:00 a.m. - 4:30 p.m.
• Days of work: Monday - Friday

Compensation

• Salary: USD 37 - 56 per hour
• Salary range (annualized): $79,156 - $117,742
• FLSA status: Exempt - Administrative
